Could you advice on an architecture to achieve a site access redunduncy using routers with HSRP. Assumed that you have at least 2 phisical access links and one of the links sometimes gets full of errors, but don't fail completely. Is it a way to set a quantative threshold for errors before standby HSRP router takes over?

so basicly you want routerA's interface to go away if getting errors making RouterB's interface the new HSRP active router? To my understanding of HSRP the Active interface has to go away (I.E. shutdown, reboot, etc) for HSRP to swap.
I don't think there is a way to do that based on errors. There maybe a way to shut down an interface based on a threshhold of errors but i don;t know if it's possible or how it's done.
What i'd suggest is looking into Gateway Load Balancing Protocol which allows you to use both routerA's and routerB's interfaces at the same time. Which might cut down on your headache.

I agree with Adam. IP CEF would be a good protocol to use for load balancing.
