HSRP Bandwidth Priority

I have HSRP running on all of my sites in conjunction with BGP. Right now it is set to prefer one link based on priority. However if the ISP has issues and the link is slow, it still prefers it rather than failover. The only way it fails over is if the primary goes down or we manually change the primary to secondary.

Is there a way to have HSRP failover on bandwidth? Sort of like DDR does; if the link grows to a certain amount of saturation, the secondary takes over?

as far as i know there is no ready made soolution available in csco routers to do this.

HSRP's main feature is for redundancy and not for QOS mechanisms.

If anyone else can point out something it would be nice
