HSRP failover

We have HSRP running between 2 3660's. We want to have the backup take over when the primary fails, but we do NOT want the primary to take back over once it comes up. We want the backup to keep itself as the active router. I can't really find anything on TAC that covers this type of scenario. Can someone provide me with a link or the syntax to accomplish this?

Do not put "standby preempt" on the primary and it won't take over when it comes back up, even though the priority is higher.
