In a sniffer file i have following entrys
IP-Adress1-->224.0.0.2-->HSRP: Hello State=Standby
IP-Adress2-->224.0.0.2-->HSRP: Hello State=Active
..
..
IP-Adress1-->224.0.0.2-->HSRP: Unknown State=Virgin
IP-Adress1-->224.0.0.2-->HSRP: Hello State=Standby
IP-Adress2-->224.0.0.2-->HSRP: Hello State=Active
and so on
What means the state virgin???

As indicated in the debug, this is unknown state.
You should not see this.
What kind of device is IP-Address1 ???
Is it a Cisco device (I know HSRP is cisco proprietary, but maybe ...)
What type of cisco router ?
what software version ?

It is a cisco device 3640; managed from the German Telekom.
The IOS is 12.2. (10A)

I believe Virgin is the (initial state). A group is in the Virgin (or Initial) state
when either:
1.The interface is down OR
2.The interface IP address is not configured OR
3."standby ip [address]" is not configured OR
4.Router is about to reload
