Are your 2 routers seperated by this T1 link, or do you have 2 routers at one site and only one has a T1 (WAN) connection?
HSRP is a LAN solution for providing redundant default gateway (first hops) for devices on the LAN. So if both the routers are on same LAN segment you can configure HSRP but it won't really by much since only 1 router has a WAN/T1 connection. Does the other router have another connection that it can use to send traffic over if the T1 fails? If so then HSRP would provide fail over to that router and traffic would still go.

we have 2 routers at one site in same LAN and only one has a T1 (WAN) connection,.
what we wanted is that if T1 is OK , but one link of active router to LAN is broken, the other router can still pass traffic through T1.

If the router w/T1 LAN's interface goes down, then there is no way traffic will get out the T1 unless there is another connection between the 2 routers at this site or that router has another connection to the LAN.

Another Gentalman has explain u..just try following conf.
interface Vlan1
ip address 10.3.1.2 255.0.0.0
standby 1 priority 120 preempt
standby 1 ip 10.3.1.1
interface Vlan1
ip address 10.3.1.4 255.0.0.0
standby 1 priority 100 preempt
standby 1 ip 10.3.1.1
All Ip's are as a example . and mask it depends on u wht mask u r using
