I am not able to configure one of the routers as the NTP server

I am not able to configure one of the routers as the NTP server, no doubt a packet tracer thing again! really?

I have done a work around and configured the Server (PCA) as the NTP server and configured the devices to point to that as the NTP server.

If anyone knows how to configure the routers as the servers, then please let me know.
