Our network works with TCP/IP, when I create a new rule on input ACL:
deny udp any any log, I say a lot of packets UDP by my network but I don't know why or when is traffic UDP generating.
We have in our network, DNS server, WINS server, Proxy server, Mail relay server, is there any type of service that generate traffic UDP.
What can I do?

DNS definitely generates UDP traffic, and WINS may as well (not sure). UDP is the transport used by many upper layer protocols in the IP suite. Why do you feel the need to block UDP?

Because I think there are a lot of traffic UDP but If DNS sends UDP packets I can't do that, May I do somethink to generate less traffic UDP or it is normal?
