If a tag packet arrives at a router that has 'untagged' in the forwarding table for the tag, what happens to the packet?

Given the tag forwarding information below,

Local Outgoing

17 18

16 Pop Tag

22 Untagged

what happens to a packet that arrives with a tag value of 22? Is it dropped, is it forwarded out of the outgoing interface, is the tag stack removed and the forwarded out of the outgoing interface or is the stack remove and the IP datagram routed?

Or, if there's another possibility, what happens?

If the untag is in the receiving router, you just pop the tag and route it like a normal IP packet.
