Is it possable to exchange LMI with the frame relay provider while the interface is in standby mode. We have a secondary frame relay connection that we want to use only for backup. The provider requires us to exchange LMI so their systems won't create alarms. We need to supress OSPF routing on that interface until it is required as a backup.

I believe if your backup interface is configured as a sub-interface, the main interface wont go down. This way sub-interface will be in standby but main interface will continue exchanging LMI.
In addition, if you are not paying per data-transferred, you can look into load-balancing both interfaces.

The IOS will not allow me to specify the sub-interface (serial0/1.1) as a backup interface.
