increase in the processing of router

sometimes the processing of my cisco routers (directly connected to internet) increases upto 99% even if there is no traffic. I applied an access list on one of the routers that denys all the traffic destined for the public ip address of the interface connected to the internet, by doing this the problem is almost fixed. Is there any other solution of this problem as I can't do this for all my routers.

Is that symptom only reflect on one router or on all the router? it depends on the type of application you are using, ACL is the best method to block unwanted traffic. Check to see if your fast switching or CEF is enabled. You may open a case with our TAC to add some IPsec configuration.
