What would cause the following error when installing a T1 DSU/CSU WIC in a 1601 Version 11.3(11a
00:00:08: %C1600-4-BADINTFC: Interface 2, (0-1 Onboard interfaces 2=WIC)
Invalid interface (Unknown, Uninitialized or Bad Cookie value read)

Invalid interface (Unknown, Uninitialized or Bad Cookie value read)
Explanation The router is functional; however, there is an interface that the software does not recognize.
Recommended Action Copy the error message exactly as it appears on the console or in the system log, contact your Cisco technical support representative, and provide the representative with the gathered information.
So it is probably a software problem.

As Roger says, it's probably a software problem: it sounds like your IOS doesn't recognize the interface.
The WIC-1DSU-T1= is supported by IOS 11.2(12)P and up, 11.3(3)T and up, and all 12.x versions. If your 11.3(11a) doesn't have a "T" after it, then that WIC is not supported
If you do a "show flash" what is the c1600- software image file you are loading?
