hei,
I have 3 switch 2950T-24, each switch have 3 VLAN (VLAN A, VLAN B, and VLAN C), all switchs via 1000Base T port connected to 3550-12T. Can 3550-12T perform inter vlan routing, so all vlans can be communicated ?

If the 3550 is a layer3 switch, this is possible. If I am well informed, you will need the EMI software to do L3 switching.
You will also need to place all switches in the same VTP domain.

Yes, 3550 have RIP & static routing capabilities, I have more question, how if I cascade all the 2950T-24 via 1000Base T, and one 1000Base T of them connected to 3550, will inter vlan routing working properly ?

Yes Thomas, this will work. When you use a vtp-domain and configure the GBICs as trunks, this works. I did it like this:
interface GigabitEthernet0/1
switchport trunk encapsulation dot1q
switchport mode trunk
udld enable
spanning-tree stack-port
