Hi, here are some info from the Error decoder tool:
"A BGP neighbor has either come up or gone down. The message describes the change that has occurred. This message appears only if the log-neighbor-changes command is configured for the BGP process.
Recommended Action: This informational message normally appears as routers and BGP neighbors go up or down. However, unexpected neighbor loss might indicate high error rates or high packet loss in the network and should be investigated."
From the logs that you have posted, it happened on Jan. 3, Jan 15, and Jan 23. If you are not making some configuration changes on those days, probably the remote end does.
(But that may not be the only reason for the interface flap)
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
