The answer is: NO, it cannot. This is due to the fact that the 2950 series are layer2 switches. You will need a Layer3 switch to perform routing.
Minimum series switch that have this feature are the 3550 series and the 3750 series, the latter is normally the one with the most favourable pricing. (when buying new)
