What would happend if "ip access-group 180 in" command on a ethernet interface and access-list 180 is not defined on the router.

My thinking was that in such cases implicit deny will be applied. Surprisingly in my network I could see tons of data flowing on that ethernet interface.

Does it mean implicit permit any.

We are running 12.2(6) IOS on 7200 router

Not applicable

No. If you only specify an access group within an interface and there is no access list, there is not anything to deny or permit, unless an access list is specify.
