IP / frame relay - one way only?

I've got a weird situation here. Thought I'd toss it up for a sanity check.

Bringing up a new T1 frame relay line to Branch A (1720 router). Branch A's PVC is mapped to Campus 1 and Campus 2 (2620 routers). (Campus 1 and 2 are functioning normally with several other branches). So far so good. Branch A's S0 interface is up/up, PVC's are up, and is exchanging CDP info with Campus 1 & 2 routers. However, we are not receiving any IP traffic from Branch A.

"Debug ip icmp" issued on all 3 routers. Pings to next hop S0 IP address from Campus 1 or 2 are seen on Branch A. Branch A sends an echo reply out S0, never to be seen at Campus 1 or 2. Have verified the configs and swapped out the router and CSU at Branch A also. Eliminated extended demarc by plugging directly into smartjack. Frame relay provider insists they are not at fault and we're certain it's not the router. Any insight?

can u send a dummy config.

can u give a debug frame packet and see, what message is obtained, when u ping Branch A. Make sure, u have a downtime while doing this, as Campus 1 and Campus 2 should not be handling critical traffic, while you issue the debug command.
