How do I disable/enable ipx split-horizon for IPXRIP?

That feature is not supported under IPX RIP.
The common work-around is to use IPX EIGRP, which allows split horizon to be disabled.

Does it mean that you can not run IPXRIP for Frame-relay hub and spoke topology.

It means that if you choose to run IPX RIP over hub and spoke, the spokes will not be reachable from other spokes, only from the hub. If you require spoke to spoke reachability, you cannot run IPX RIP.
