I read from documentation that Cisco 2950 have L2-L4 functionality. But i dont know - is this switch have L3 routing , inter-vlan routing or only marking, QoS & access based on L3-L4 without routing.

The 2950 cannot perform L3 routing. The L3/L4 functionality is in the ACL and QoS features. No routing. See the following FAQ for more info too.

Thanks. I think 2950 has great features , but another thing is not clear for me: can be performed VLAN membership bazed on mac address not on a port ? And if is possible is there a documents described how to perform this feature with Vlan Membership Policy Server ?

Yes, the 2950 does support dynamic-access vlan with VMPS. See the following config guide doc:
