We are currently trying to get HRSP working between 2 1603's. However, we can't get the ISDN basic rate interface to go down, as it is always spoofing. Is it possible to disable spoofing on the inteface, so that HSRP jumps across to the backup router.

When a BRI interface is in a UP/UP state, it will say up/up (spoofing). That is normal. To bring the interface down look at your dialer list. Something (the interesting traffic) that you are permitting is keeping the line up - eg a routing protocol, IPX etc. Do a show dialer and/or debug dialer events to see the dial reason.
Change the dialer-list to deny that traffic and permit the rest.
