As you know Subinterfaces are associated with physical interfaces. Subinterfaces are enabled when the physical interface with which they are associated is enabled, and subinterfaces are disabled when the physical interface is shut down.
and Subinterfaces can be enabled and shut down independently of the physical port with which they are associated. However, you cannot enable a subinterface of a physical interface that has been shut down.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does
