ISDN and Fixed Wireless on 1605

We have a 1605 router that everyone swears up and down that it can take the fixed wireless link and if it goes down ot will dial up the ISDN and when it goes back up it will switch it back over to wireless. I myself still can't find an acceptable solution. Is there anyone out there that can please help me. Either on the list or off.
