Can the error be recognoised and diagnosed by anyone

This error is due to the layer 1 has some problems This can be due to

1. Telco line is not working fine (seems to be one)

2. Bad cable

3. Interface Card is bad (we should replace it).

Please check the first 2. If the line is fine, and the cable too, we should replace your card as

soon as possible.
