My working PRI line says TEI_ASSIGNED at Layer 2 upon issueing the SHOW ISDN STATUS and doesn't take incoming calls from remote router

You can't take calls because Layer 2 isn't in right state. It should display MULTIPLE_FRAME_ESTABLISHED at Layer 2.

P.S: I'm also managing PRI lines, and recently installed a new one. When I checked it, I also saw Layer 2 TEI_ASSIGNED. Problem came from Telco provider. They solved it later.

In the US it should be multi frames established. If you are not in this state it is a carrier problem . Outside the US this is the normal state prior to placing a call.
