Hi,
we had a problem when we connect our NAS ( 5800) with pri from telecome company, the controller is always flapping, even we made a loop back tests to verify pysical connectivity and we found that the connection is up and no flapping, when we connect it to the isdn switch it begin to flapp and the 3 layers are not active, we verify several time the switch type it is primary-net5 . IOS version on as5800 is 12.2(6h), here is the debug isdn-q921 output :

5800's SABMEp's are not replied by telco switch..So since the controller is tested good for hard loopback test, its a telco issue at this point.
So pl. report a probelm with the tepco on that issue.
Here is the url for debugging the layer 2 issues on PRI lines for more lights on this issue.
