ISP's block SNMP? MRTG and Ciscoworks over the internet

Are providers blocking SNMP? The provider I am working with says they aren't but when even I open the router wide and try to hit it with SNMP after being configured I can't get there. NMAP is showing its there but filtered. Any ideas how I can check where in the path its blocked or anything?

If you're using CW2000, you can try using the JET: Packet Capture Tool for CiscoWorks 2000: http://sourceforge.net/docman/display_doc.php?docid=13843&group_id=25401 to see if it helps isolate the issue.
