Layer 1 deactivated, layer 2 not active (ISDN)

I'm currently installing 2 x 803 routers, 1 at our head office and the other at a new premises. At our HQ we have an ISDN Line that is routed through our switch board, i am trying to get the line to work with the router but when i do a "show ISDN Status" it show that Layer 1 is deactivated and Layer 2 is not active. I know we have to dial a 9 to get out of the switchboard, and the switchtype is ETSI, is this basic-net3? How do i configure the Layer1 and Layer2 to show an active status, using dialer profiles over TCPIP.

Unless you have the command "isdn

tei first-call" (which is not usual

in the US), a layer1 status of

DEACTIVATED indicates a physical layer

problem, ie we are unable to communicate

with the switch. You should first

confirm that cable path from the 800

all the way to your demarkation point.
