Limit bandwith of each IP

Hi!

I have smth. like 3000 users, everyone with IP of 10.0.0.0 255.255.0.0 network, connected to the router 2851. I need to limit rate of each IP to 350 kbps.

It possible to make ACL for each one and traffic-shape and rate-limit to this ACL. But I need more than 3000 acl's. Maybe there'is a more "beautifull" solution? May be with route-maps or NAT features?
