Limit SMTP traffic over slow links

We have several small clients that have 64k leased lines. We want to restrict how much bandwidth SMTP traffic can use to keep from eating all their bandwidth when sending larger e-mails.

Any suggestions that would be dynamic?

Cisco 1601 with IOS 12.0 or higher..

You can use NBAR mechanism to classify the traffic based on applications. And mark the packets of the particular application(here it is SMTP) . Then apply normal Qos to the traffic to restrict the bandwith for the marked packets.
