LLQ, EIGRP, Frame to ATM Interworking

What parameter does eigrp use for bandwidth control on a ATM internetworking interface, vbr-nrt or bandwidth?

I have a priority class that is being overdriven when EIGRP converges. It is given 50% of vbr-nrt port value. The PVC is a 64K port with a 32K CIR. My 64K port with an 8K PVC is given 90% in the priority class and is not dropping packets.

It appears that the 32K CIR has more bandwidth than the 8K in dealing with EIGRP but I cannot justify the numbers.

It is 50% of the bandwidth statement. This can be changed with ip bandwidth-percent eigrp command. Refer
