Local Director "At Capacity"

None of the real servers are hitting their "maxconns" unless "maxconns" is taking into account all phases of TCP connection (ie. ESTABLISHED, FIN_WAIT, TIME_WAIT, etc.) instead of just the ESTABLISHED connections. Do I need to increase "maxconns" to account for all of these stages? Is there a way to midify the maxconns for the virtual server?

syslog keeps giving me the following error messages:

<162> Oct 18 14:37:03 LD-CRIT Virtual machine 'website:80:0:tcp': No longer At Capacity
