locIfLoad mib variable meaning

The locIfLoad variable (.1.3.6.1.4.1.9.2.2.1.1.24) description says that the meaning is "loading factor of the interface" What does this mean?

Loading factor as %used of the interface capacity?

if I get a return value of 45 in a FastEthernet (full duplex). Does this means that the interface is 45% busy of a possible 200Mbits/sec?

or it means something else.

locIfLoad is from OLD-CISCO-INTERFACES-MIB which has been deprecated already and does not support sub-interfaces/new interfaces.Table 48 Deprecated and Replacement MIBs -> http://www.cisco.com/univercd/cc/td/doc/product/software/ios122/122relnt/xprn122/122newf.htm#28177
