Take a look at "Radius" on the web. If I understand you correctly, this sounds like what you need.

Installting authentication server is one option. But I want to know can we configure syslog /debug for the vty lines, so that if some one login to the router via telnet it should generate a event log. So we can track who is logged in, from which IP...

Is there any option like this ?
