MA- interface vlan gets administratively shutdown whenever a new one is up

I have a C2950-G 48-EI catalyst switch with IOS version 12.1(9) EA1

I have configured vlan1 with a certain ip address. Interface vlan1 is up and the line protocol is up. Whenever I create another vlan and I try to bring its interface up with the "no shut " command ,the first interface (vlan 1) becomes administratively down.

What I need is to have multiple vlan interfaces up and running on my switch in order to telnet the switch from any vlan.

How can I fix this problem?

You can have only one VLAN interface up and up. The interface VLAN is used only for management purpore.

Why do you want more than one VLAN interface up/up? 2950 is a Layer 2 switch only and does not do any intervlan routing
