MAC address to IP address mapping ?

I need a router or Layer 3 Managenemt switch , witch performs a routing functionality if particular IP adress is used with specific MAC addres. Thats means that if user changes his IP adress with another in the same subnetwork then his packets will not be routed becouse the IP address thats maps to user MAC adress is different.

You can hard-code ARP entries in Cisco IOS, that should give you what you are after:

router(config)#arp 1.1.1.1 0123.0123.0123
