Could someone tell me what Maintenance Operation Protocol does when applied to a layer-3 interface?

It's part of the Decnet protocol suite. It's a collection of functions that can operate without the presence of the DNA layers

between the network-management and data link layers. This allows access to nodes that exist in a

state where only data link layer services are available.
