When looking at serial interface stats for a T1, it states the Max bandwidth is 1152kbps. does that mean that the 392kbps is overhead?

In theory only. It's the amount of BW left after the router takes 25% away for overhead, routing protocols, etc,. It's only used in queueing calculations and reserving BW in classes, etc.,

You can change it with max-reserved-bandwidth, but it's not recommended by Cisco.

Thank you.
