May I create ACL in different interfaces

May I restrict traffic by Ethernet Interfaces and restrict traffic by serial, if all my users use a proxy to access Internet (64.x.x.2), who can I restrict only this ip can access Internet by any port?

You can define an extended acl that permit inbound traffic from your ip proxy and link to your ethernet interface with an ip access-group in.

Don't forget permit access from your ip address to the router.
