Meaning of L2TP error message

I am running L2TP VPDN on a 3660. I have "debug vpdn l2x-errors" turned on. I occasionally see the following error message.

Vi1 Tnl/Sn61052/354 L2TP: FS into tnl failed, len 0, punted pkt

What does this message mean?

It means that a packet was not able to be fast switched through the tunnel, and that process switching was used instead. The message is more informational than alerting, although it's strange for the length to be 0.
