Memory Issues with 3660 router

When running the command 'show buffers assigned' (see below) what does it indicate when the assigned buffers appear to be for just 2 DDR remote sites that dial into this router. The router has over 100 other DDR remote sites that dial into this box but they never have any assigned buffers.

I think it may be due to Cisco IOS problem. Try to upgrade the Cisco IOS to 122-4.T .
