Missing NTP commands

I am attempting to configure my 1605R to utilize NTP for it's system/hardware time. I have never configured NTP on such a low-end device. I have always forced syncronization using "ntp update-calendar", but this appears to be missing. I have the following NTP commands available:

access-group Control NTP access

authenticate Authenticate time sources

authentication-key Authentication key for trusted time sources

broadcastdelay Estimated round-trip delay

clock-period Length of hardware clock tick

master Act as NTP master clock

max-associations Set maximum number of associations

peer Configure NTP peer

server Configure NTP server

source Configure interface for source address

trusted-key Key numbers for trusted time sources

I have established the following configuration:

#> ntp server 192.5.5.250 prefer (clock.isc.org - Palo Alto)

With the following snipping from my access control list:

#> permit udp any any eq ntp log

I cannot get my system clock to syncronize with the NTP server. The following is the result:

Are you sure you can get to 192.5.5.250? Make sure your link is up and no firewall is blocking.

Not sure if this help but, here's my 1601R config lines (I have SNTP support, but not full NTP support):

clock timezone EST -5

clock summer-time EDT recurring last Sun Apr 2:00 last Sun Oct 2:00

sntp server 89.0.74.24

Here's a SH SNTP, and the IOS version I'm running is c1600-ny-mz.120-9.bin...
