MS exchange (cluster IP) & HSRP -- please help!!!

from some vlans i cannot ping the virtual ip add of the exchange cluster, but can ping the nic ip add. when i do a "sh ip arp vlan 100" in router-16, i can see the entries for the all ip add, including virtual cluster ip.

when i do same in router-15, the cluster virtual ip arp entry do not show.

please help!
