Multicast IGMPv2 querier election and DR

What is the difference between a IGMPv2 querier and DR ? Documentation indicates IGMP querier with the lowest ip address and for DR it is the highest ip address.

They seem to do the same thing.

The IGMP querier is the router that is selected to forward multicast traffic on a multiacces network with directly connected receivers.

The DR is the router selected to forward multicast traffic on a multiaccess network where the this downstream routers directly connected (downstream PIM neighbors).
