Multiple Serial Ports "bonded" together

We have a scenario where an existing site is linked to another site using 3Com netbuilders and 2 X E1 (2Mb) leased lines. We have been led to believe that the netbuilders are bonding the 2 E1's into a single 4Mb/s connection and that in the event of failure with one, traffic will continue to pass. Static routes are being used at each end for routing.

We will be replacing one end with a Cisco 2621 and I want to know if it is possible to configure it to connect to the remaining netbuilder and retain the facility to bond the two links into a single channel.

As stated, the customer wishes to use static routing.

I would verify that the NetBuilder is bundling the 2 lines together through software (multilink ppp -- Offhand, I'm not sure if the NetBuilder can bond 2 E1s together) or if they are doing Equal-Cost Multi-path load balancing. Both the Cisco and 3Com will do ECMP.
