I am trying to get mutlilink PPP up between a cisco router (IOS 11.2) and a Nortel ARN...is there any interoperability issues (such as timers, etc) that need to be tweeked to get this running....or any other suggestions..

I've never had any problems. They both are RFC compliant. I'd upgrade the IOS and I'd use virtual-templates instead of multilink interfaces.
