my nm-8am for 2610 does not work !!

I have correctlly installed NM-8AM module in my cisco 2610 router, and I used the Fast Step SW coming with my NM-8AM and configured the router. but the NM-8AM refuse to accept calls and refuse to initiate calls with the AT commands ..... ?

what is the problem ? what should i do ?
