Nailed T-1 dropping packets...

Cisco Peers:

I have a Cisco 7500 with a nailed T-1 (emulating frame-relay). I see NO ERRORS on the interface, however I see the buffer pool statistic increment.

Here's the problem... poor performance on a link that is 10% utilized. I ping and get <10, <10, 20, 30, 70, drop, 60, 40, <10, <10 and so on. Cyclical in nature...

I have no errors in log, no other errors to speak of...

Any recommendations?

I'd check your CSU/DSU stats and logs. Maybe there's some clues there. If there are link or physical errors, most of those wouldn't be detected by the router. If you have suspicions about the line after checking the CSU/DSU, have the telco run tests. Keep in mind that they have different level tests, some more thorough (and also more intrusive) than others. Naturally the higher level tests aren't going to show as much as a deeper test that can be done by taking the link down.
