On Cisco 7609,can NAM module WS-X6380-NAM with SW ver 2.1 monitor traffic on OSM-4GE-WAN module ?

Not unless you can span vlan/ports/EtherChannel as the source to the NAM from the WAN module. I know that it's not currently supported for the FlexWAN Module.
