Question is, I have a router with static NAT. Inside ethernet interface is local IP while outside WAN interface is bound to global.
Can I use IPSEC to run in the same router to secure the ouside global traffic.

Yes, but your IOS should have the IPSEC/Encryption feature set to enable
IPSEC on your router.
