Need 2 ISDN BRI Channels Active

I have a Cisco 3620 router with an 8 port ISDN BRI module in it. I have one main number that rolls over to a free number when users dial up via ISDN. They connect with one channel fine but the second channel only comes up when they do something large like transfer a file. I would like for the 2 channels to be up constantly. How can I do this? Currently I have this in my Dialer section:

interface Dialer1

description connected to Dial-inPCs(ISDN)

ip unnumbered Ethernet0/0

encapsulation ppp

no ip split-horizon

dialer in-band

dialer idle-timeout 3600 either

dialer load-threshold 10 either

dialer-group 1

peer default ip address pool FRSI3620

no cdp enable

ppp authentication pap chap

ppp multilink

You can have two b channels come up one after the other by reducing a load threshold. For that you need to use command "dialer load-threshold 1 either" under the interface. With the idle-timeout of 3600 secs, channels will be dropped if they are not passing any interesting traffic for one hour. So you might need to increase that valuue as well using "dialer idle-timeout x" command.
