look at http://www.caida.org/tools/utilities/flowscan/ for FlowScan tool.

HP OpenView Internet Usage Manager (IUM) can collect and prepare NetFlow data for biling systems. Collectors and reports are under development for HP OpenView Performance Insight (OVPI).
